If my car failed the Maryland State Inspection, can I sell the car before repairing instead of titling?

I just moved to Maryland from out-of-state and my vehicle didn't pass the Maryland State Inspection because of a chip in the windshield (that I can't even see from the driver's seat), and the rear brake shoes needing to be replaced.

Rather than pay the $600 to fix this, have it reinspected, and then apply for title and registration, can I just decide instead to sell it to someplace like CarMax where they'll fix it themselves, and look for a different vehicle for myself?  I was planning on selling anyway; this might just be the extra motivation I need to do it now.
